Directions
Heat the olive oil in a large pot over medium-high heat. Brown the beef on all sides, then remove and set aside.
In the same pot, sauté the onion, carrots, and celery for 5 minutes. Add the garlic and cook for 30 seconds.
Stir in the tomato paste, then return the beef to the pot. Add the beef broth, barley, thyme, parsley, and bay leaf.
Bring to a boil, then reduce the heat to low. Cover and simmer for 50–60 minutes, or until the beef is tender and the barley is cooked.
